摘 要:在能源革命、供给侧结构性改革和煤炭工业深度调整的大背景下,必须对煤炭行业的开发布局战略进行科学研究.调研了我国煤炭资源开发现状和存在问题,提出了"以绿色煤炭资源为基础、以精准开采为支撑、以总量控制为导向"的煤炭资源科学开发布局的原则,研究了我国煤炭开发布局战略,将晋陕蒙宁甘地区划为重点开发区,华东和华南区划为限制开采区,新青区划为资源储备区,东北区划为收缩退出区.到2020年全国煤炭产能压缩为44亿t,其中绿色煤炭资源开发比重达到70%,2030年产能为41亿t,其中绿色煤炭资源开发比重达到80%,2050年产能为34亿t,其中绿色煤炭资源开发比重达到90%.In the background of energy revolution,supply side structural reform and coal industry depth adjustment,it is necessary to do scientific research on coal industry development,layout and strategy.The present situation and existing problems of coal resources development in China were investigated,which based on green coal resources by taking precision mining as the support and total control as the guide.And then scientific development of coal resources layout was proposed,which will focus on Shanxi,Shaanxi,Mongolia,Ningxia and Gansu as the development zones,East China and Southern China area as the restricted mining area,Xinjiang and Qinghai as the resource reserves,Northeast China as the contraction exit area.By2020 the national coal production capacity reaches 44 million tons,of which the proportion of green coal mining resources development accountes 70%.By 2030 the national coal production capacity reaches 41 million tons,of which the proportion of green coal mining resources development accountes 80%.By 2050 the national coal production capacity reaches 34 million tons,of which the proportion of green coal mining resources development accountes 90%.
