云南省森林防火应急卫星通信系统建设探讨

摘　　要：阐述森林防火应急卫星通信系统在森林防火工作中的重要性和紧迫性,分析云南省森林防火应急卫星通信系统建设现状,认为存在着建设经费缺乏、建设滞后,北斗/GPS定位导航系统建设薄弱,应急卫星通信车辆购置和改装问题突出,通信系统建设全局性、前瞻性考虑不够等问题。籍此提出加大资金投入,构建以州(市)为单位的森林防火应急卫星通讯系统,森林防火通信系统综合考虑、同步建设等相应建议。This paper illustrated the importance and urgency of forest fire prevention emergency satellite communication system in forest fire prevention work and analyzed its construction status. Based on the problems including lacking funds, bysteretic construction, imperfect BeiDou/GPS Navigation Satellite System, purchase and modification difficulties of emergency satellite communication vehicle, and short of comprehensive and forward - looking planning for communication system construction, this paper put for- ward the corresponding suggestions to increase the capital investment, construct the forest fire prevention emergency satellite communication system based on the state （city） , and plan comprehensively and con- structed synchronously the forest fire prevention communication system.
