摘 要:改革开放以来,我国城镇化率平均每年上升1.04个百分点,2016年底城镇化率已经达到57.4%,仍旧处在30%至70%的较快发展阶段。大城市固然拥有效率与便捷的正外部性,但也存在过度拥挤、环境污染和房价高企等越来越显著的负外部性。从世界城市发展形成的格局规律来看,城市群则是较为成功的主体空间形态。那么,中国到底需要怎样的城市群以克服大城市病带来的诸多社会弊端?笔者通过对财政资源集成度对城市规模的影响进行实证分析,认为在科学的城市群布局下,大城市的存在不再是虹吸,而是反哺。在认可现有集成机制的前提下,提出分享机制:重点发展省域内次中心城市,构建以"区域核心城市—次中心城市"为纽带的多中心城市群,并形成功能互补、布局合理的城市群协同效应,让公共资源配置和公共服务更加均等,探索中国特色的新型城镇化发展道路。Since the reform and opening up, China's urbanization rate has increased by 1.04 percentage points per year on average and reached 57.4% by the end of 2016, which indicates that our country is still at a fast developing stage where urbanization rate is between 30% and 70%. No doubt that big cities have a posi- tive externality of efficiency and convenience. Notwithstanding, they also have negative externalities such as overcrowding, environmental pollution and high housing prices, which becomes more and more obvious. Ac- cording to principles of urban development in the world, urban agglomeration is the relatively successful spatial form for cities. So, what kind of urban agglomeration do China need to overcome the many social diseases caused by the "big city malaise"? Based on the empirical analysis of the impact of financial resource integra- tion on the size of cities, this paper argues that in the scientific urban agglomeration, big cities will not siphon but can feedback. Under the premise of recognition of the existing integration mechanism, we would like to propose the sharing mechanism--that is to give priority to the development of provincial sub-central city, to build up a polycentric urban agglomeration in which cities are linked together by "regional core city--sub-cen- tral city", to form synergies of urban agglomeration with complementary function and reasonable layout, and to make public resource distribution and public services provision more equal.
