摘　　要：实行主办侦查员制度是落实中央全面深化司法体制改革,建立司法责任体系中的一项重要内容。从刑事诉讼配合制约、责权利一致、人民警察分类管理及专业化建设的原则出发,结合刑事执法办案工作的规律特点来探索构建主办侦查员制度,需要科学设置主办侦查员的职级序列、任职条件、遴选办法、职权责任,合理考察运行模式,并明确建立与司法责任体系相衔接的侦查办案责权利统一的管理模式和工作机制,突出侦查员在办案中的主体地位与作用,建立职业保障制度,简政放权与监督制约并重。与此同时,完善侦查权运行机制、权利保障机制、法律责任追究机制和检警责任制约机制,是保障主办侦查员制度运行的应有之策。Chief Investigator System is an important content of deepening judicial reform and establishing judicial responsibility system. From the principles of criminal litigation coordination and restriction, the consistency of the rights and duties, People's police classified management and specialized construction, in combination with the characteristics of criminal law enforcement,to explore the construction of the Chief Investigator System,we should scientifically set up the job sequence,qualifications,selection methods and responsibilities,carefully consider the operational mode,and clearly to establish the manage mode and operation of investigation which are able to connect with the judicial responsibility system.To highlight the role and role of investigators in handling cases,it is necessary to instituted the occupational safety system,in order to streamline administration and delegate power and supervision. Moreover,to improve the investigation right operation mechanism, the legal liability investigation mechanism and the police accountability mechanism are key points to ensure the operation of Chief Investigator System.
