摘　　要：文章以"生态修复、城市修补"的理念为指引,剖析双修工作对独立工矿区城市建设问题的适用性和指导性,基于对白云鄂博矿区的实地调研和规划编制,研究"双修"在改善独立工矿区生态环境品质、生活条件水平以及产业竞争力方面的具体规划方法,针对生态环境、产业转型、城市功能、综合交通、公服设施、城市形象方面提出相应的规划策略,为独立工矿区改造搬迁规划提供科学依据。Rased on the concept of ＂Ecological Rehabilitation and City Reparation＂ as the guidance, analyzes double repair work applicability and guidance to the problems of industrial and urban construction, based on the field of Bayan Obo Mining District research and planning, using ＂double repair＂ to study the specific planning methodin improving the quality ofenvironment, living conditions, as well as the industry competitiveness of independent industrial and mining areas, in view of the ecological environment, the industrial transformation, the urban function, the comprehensive transportation, public service facilities, city image,put forward the corresponding planning strategy, which will provide a scientific basis for industrial and transform the relocation plan.
