市场社会下廉政文化建设的时代困局及治理策略

摘　　要：文章在对已有研究成果批判性借鉴的基础上,以市场社会为分析背景,解读当下廉政文化建设所面临的时代困局,指出市场社会是一个权力、道德、信仰和良知较易发生"异化"的社会,这种社会由于市场处于支配地位,贫富差距不断拉大,人们的人生观、价值观被市场的力量所左右与扭曲,这些表象正是导致廉政文化建设步履维艰的深层缘由。为有效化解这一难题,可结合各地实际情况,将"善治"理论有机地应用到廉政文化建设的实践中,在依法治国基础上,发挥道德教化功能;转变政府职能,实现权力的内部制衡;发挥媒体导向功能,营造良好的舆论环境;发挥人民主体作用,全民参与廉政建设。Based on the critical reference to existing research results and the market society as the background,the article interprets the predicaments faced by the current construction of clean government and points out that market society is a society where power,morality,belief,and conscience are more susceptible to ＂ alienation＂,because it is dominated by the market,the gap between the rich and the poor continues to widen,and people＇s outlook on life and values are swayed and distorted by the power of the market. These are the very reasons leading to the difficult construction of a clean and honest administration. In order to effectively solve this problem,we can apply the theory of ＂ good governance＂ organically to the practice of the construction of an honest and clean government in light of the actual situation in different places. We should exert the educational function of morals on the basis of governing the country according to law,transform government functions to realize internal checks and balances of power,give play to the orientation function of media to create a favorable public opinion environment,and give full play to the role of the people as the main body to involve the entire people in the construction of a clean and honest administration.
