从“改革开放”到“全面深化改革”——中国制度变革的内在逻辑及其轨迹特点

摘　　要：改革开放以来,中国以让世人惊叹的速度进行了国家基础设施的初步建设、经济社会的迅速发展以及较为稳定的政治秩序构建。毋庸置疑,这一切的成果都离不开我国不断地进行"摸着石头过河"式的制度创新和制度变革。同时,也正是因为中国制度及其变革模式并未沿袭西方现代化国家的传统路线,并用成功的事实证明了除西式自由民主外还存在另一种优良制度模式能够使国家获得发展,"中国模式"或"中国特色社会主义道路"才引起了世界范围内的广泛关注。然而,"中国模式"或"中国特色"等概念都是从宏观角度解析中国的发展逻辑。以中国制度变革的历史经验为依据,从现实经验的角度探索中国制度变革的主题和价值,归纳总结变革的制度特点,能够完善中国的制度发展及变革理论,为中国未来的发展道路作出理论性参考。Since the refor^n and opening u p , China has carried out the preliminary^ construction of the national infrastructure, made rapid economic and social development, and completed the construction of a stable political order with the amazing speed of the world. There is no doubt that all these achievements can not be separated from the systematic innovation and institutional change of ＂feeling the stones across the river” constantly. At the same t ime, it is also because of the Chinese system and its development mode did not follow the traditional route of western modern country, and successfully proved Western liberal democracy is not the only w,ay can make the country develop. ＂Chinese model＂ or ＂the road of socialism with Chinese characteristics＂ has aroused widespread concern in the world. However, the ＂Chinese model＂ or ＂Chinese characteris-tics＂ and other concepts are from the macroscopic angle analysis on the logic of China＇s development. Based on the historical experience of China＇s institutional change, this p aper attempts to explore the theme and value logic of China＇s institutional change from the perspective of practical experience, and sum up the characteristics of constantly changing system, hoping to contribute to the perfection of China＇s system development and reform theory, and to make a theoretical reference for the future development of China.
