摘 要:高校毕业生留就读地创业、就业,不仅解决当地人才问题和劳动力问题,而且人口的集聚带来人口的规模效益与人口的密度效益。西部中小城市大学毕业生就读地就业创业率偏低,人才优势大有潜力可挖。政府、高校、企业多举并施的本地化策略,有助于提高大学生本地就业创业率,获得"政校企生"四方共赢的效果。College graduate who stay at their school's places to start their own businesses or employed not only solves the prob-lems of local talents and labor, but also brings about the economies of scale and density of the assembling population. However, the lower employment and entrepreneurship rate of small and medium-sized cities in western China indicates that the local talents are advantageous. The localization strategies adopted by the government, universities, and enterprises all contribute to the improvement of the local employment and entrepreneurship of college students so as to achieve the "all-win" effect of the government, colleges, en-terprises and students.
