摘　　要：安全文化是安全管理的灵魂。采取规范的研究方法,以平煤九矿为研究对象,根据事故致因理论,依据企业文化分为精神层、制度层和物质层,构建了以本质安全为核心、以三个安全为支撑、以七个体系为保障的煤矿安全盾文化分析模型。应用该模型制定了《煤矿安全文化调查表》,通过对调查问卷的分析,找出了九矿安全文化建设存在的主要问题。针对这些问题,提出了改进安全文化建设的六个方面建议。Safety culture is the soul of safety management. The authors conducted the study by using normative research method, taking Pingmei No.9 mine as object, and built a coal mine safety shield culture analysis model with intrinsic safety as the core, three safety as the support and seven systems as the safeguard basing upon theory of accident causes and the corporate culture that consisted of spiritual, institutional and physical layers. According to the model, the coal safety culture questionnaire was formulated and distributed, and the main problems in the construction of safety culture at No. 9 mine were found through questionnaire analysis. Six suggestions were put forward to improve the construction of safety culture.
