公共政策执行视域下养老服务产业与经济发展协同分析——基于四川省的实证研究

摘　　要：面对全球性人口老龄化和日益增长的养老服务需求,养老服务产业作为全新的产业部门,在我国面临着巨大的机遇和挑战。养老服务产业从雏形初现到未来的规模化运营,都离不开公共政策的全方位支持。公共政策的执行过程和效果,不仅影响着养老服务产业的发展,也影响着地区经济的发展。从系统协同视角出发,以四川省为例,构建了养老服务产业发展和地区经济发展的协同模型。研究显示,四川省养老服务产业发展和经济发展之间存在着一定的协同关系。从公共政策执行过程角度,为相关政策制定提出了若干建议。As the global population aging and relevant service demand increasing, China＇s aging services industry, a new sector, is confronted with enormous challenges and opportunities. The industry could not develop well without relative public policies. How and how well those policies are implemented can not only affect the development of aging services industry but also economic development. Based on the synergy theory, this paper constructed a synergic model of the development of the aging services industry and the overall development in Sichuan province. The study shows that there is some kind of synergic relationship between the development of the aging services industry and the overall development. Then this paper put forward some suggestions about public policy implementation for policy-makers.
