高等教育服务农村社会的政策支持及其反思

摘　　要：从城乡二元对立到城乡一体化发展,需要充分发挥高等教育的作用。近年来,中央政府已出台多项政策,包括实施农村贫困地区专项招生政策、特岗教师计划与免费师范生政策、引导和鼓励高校毕业生到基层工作的意见、"一村一名大学生"计划和自学考试面向农村工作的意见,寄望以此提升农村存量人口的人力资源质量并吸引高素质人才服务于农村社会,从根本上破解困扰农村发展的人才瓶颈。与此同时,应发展农业高等教育、创办农村社区学院以及健全农业科技支持和推广体系,以有效释放高等教育活力,助力高等教育担负起推进城乡二元结构消解的时代角色,进而加快城乡一体化进程。From the urban-rural dual opposition to its integration, it need fully exert the function of higher education. In recent years, the central government has introduced a number of policies, including the implementation of the special admission policy for the rural poor areas, the special-post teachers plan and the policy of free education for students, the opinions to guide and encourage college graduates to the grass-roots work, the plan for a col- lege student in one village and the opinions for the self-study exam of rural work, in order to enhance the stock of rural population of human resources and attract high-quality talents to serve the rural society, solving the talent bottleneck of rural development. At the same time, developing agricultural higher education, founding rural community colleges and strengthening agricultural support and promotion system, could effectively release higher education vigor, help higher education play the role of counteracting the urban-rural dual opposition, and speed up the process of the urban-rural integration.
