摘 要:生产要素价格扭曲所导致的资源错配、产出损失严重制约着工业化、城镇化的进程。区别于既有文献,将建设用地这一生产要素引入到Aoki(2012)的资源错配模型,运用超越对数生产函数测算了2006~2015年中国各地资本、劳动力、建设用地三种生产要素的资源错配指数,并利用基于超越对数生产函数的随机前沿分析模型对产出变动进行了再分解。还考察了要素综合错配与市场分割之间的耦合关系,并对建设用地资源错配指数进行了省内、省际分解。研究结果表明:考察期内中国各地均存在不同程度的资本、劳动力、建设用地资源错配;考察期内技术效率、技术进步、区域市场份额、要素产出弹性、要素资源错配均对产出变动有或大或小的影响,其中要素资源错配对产出变动的影响还可进一步分解为直接效应和溢出效应;考察期内要素资源错配与市场分割之间始终处于高协调磨合阶段,且建设用地资源错配的总体差异主要来自于省际之间的差异。针对上述研究结果,应在全国层面开展多种生产要素资源错配的跨区域协同治理。The misallocation of resource and the output loss caused by price distortion of production factors greatly constraint the processes of industrialization and urbanization. Different from the existing literatures, construction land is introduced into the resource misallocation model of Aoki (2012), and the resource misallocation indexes of three production factors including capital, labor force, and construction land in different places in China from 2006 to 2015 are measured by using translog production function. The stochastic frontier analysis model based on the translog production function is used to re - decompose the output fluctuation. This paper also examines the coupling relationship between the production factor misallocation and the market segmentation, and decomposes the resource misallocation index of construction land from intra -provincial and provincial levels. The results show that during the period of investigation, there were different levels of capital, labor and construction land resources misallocation around China. During the period of investigation, technical efficiency, technological progress, regional market shares, factor output e- lasticity, and factor resource misallocation have more or less influences on the output fluctuation. Among them, the impact of the factor resource misallocation on the output fluctuation could be further decomposed into direct effect and spillover effect. During the period of investigation, the factor resource misallocation highly coordinated with market segmentation. The overall difference of the resource misallocation of construction land was mainly due to the provincial differences. Based on the above research, this paper proposes that cross - regional collaborative governance of resource misallocation of production factors at the national level should be carried out.
