摘　　要：中国社会正进入社会主义社会新时代。新时代社会治理目标是构建中国共产党领导、政府负责、社会协同、公众参与、法治保障的开放型社会治理体系。构建开放型社会治理体系是党领导下社会治理体制机制的创新,是构建开放型经济体制和适应全球化的客观要求,是社会主义社会治理与建设的本质要求,需要加强党对社会治理的领导,改革和转变政府社会管理体制,发展社会组织,推进"民心相通"工程和社会事业发展,践行社会主义核心价值观,依法治社,积极运用现代科技,转变治理方式,提高治理能力和治理现代化水平。The socialist Chinese society is entering a new era. The target system for social governance in the new era is an open social governance system consisting of the CPC＇s leadership, government management, coordination between different social sectors, public participation, and protection by the rule of law. This system is an institutional innovation in the social governance under the leadership of the CPC. It is the objective requirement for establishing a new open economy system and adapting to globalization. It is the essential requirement of the governance and progress of the socialist society. It needs to strengthen the Party＇s leadership in social governance; reform the government＇s social management system; develop the social organizations; promote the public projects and social undertakings; put into practice the socialist core values; govern the society according to law; actively apply modern science and technology; change the way of governance; and modernize China＇s governance system and capacity for governance.
