新一轮东北振兴背景下辽宁文化产业转型升级对策研究

摘　　要：近些年,辽宁文化产业取得了一定的阶段性成果,但体制机制存在弊端、发展理念滞后、新的产业增长点培育不够、相关配套政策不完善、创新能力不足等问题逐渐成为文化产业实现突破式发展的障碍。辽宁文化产业的转型升级有利于辽宁坚定文化自信,有利于深入推进辽宁供给侧结构性改革,有利于实现将文化产业打造成为支柱性产业的战略目标。在辽宁老工业基地新一轮全面振兴背景下,辽宁文化产业应抓住机遇,着力在体制体制、发展理念、产业业态、配套政策、创新能力等方面做好转型升级,努力成为辽宁改革创新发展的动力源。In recent years, the culture industry of Liaoning has achieved initial results, however, the disadvantage of systems and mechanisms;the lag of development concept;the lack of new growing point; the imperfection of related policy; the incompetence of creativity have all gradually became the impediment of developing culture industry.The transforming and upgrading of Liaoning＇ s culture industry will be beneficial to Liaoning＇ s culture self esteem building, will be beneficial to carry forward Liaoning＇ s structural reforms; will be beneficial to the strategic goal of promoting culture industry to be a pillar industry.In the background of revitalizing the economy of Northeast China,we better seize the opportunity, transform and upgrade all aspects in order to make culture industry to be the power supply of Liaoning＇s reform,innovation and development.
