基于ISO 37120分析城市可持续发展水平——以4个一线城市为例

摘　　要：党的十九大报告指出我国要坚持可持续发展战略,而城市是实施可持续发展战略的重要载体。ISO 37120城市可持续发展评价体系自2014年颁布以来,在国外逐步得到认可。采用全排列综合图示法分析4个一线城市2013~2016年的基础数据。发现上海和深圳将在城市可持续发展中处于领先地位,北京在缩短与上海和深圳的差距,广州与其他3个城市差距较大,但广州发展趋势很好。针对梳理的数据,对4个城市给出相应的建议:上海应加强创新引领,打造具有国际影响力的科技创新中心;深圳应加强公共卫生事业建设和高等教育资源引进;北京应加强生态文明建设,尤其是空气污染治理;广州应大幅度提高一般公共预算,积极扩大对外开放,推进一带一路建设,深入实施创新驱动发展战略。The 19 th NPC report pointed out that our country should adhere to the strategy of sustainable development.The city is an important carrier of implementing the strategy of sustainable development.The issue of ISO 37120（Urban sustainable development index system standard）in 2014 has been gradually realized in foreign countries.In this paper,the entire-array-polygon evaluation method is adopted to evaluate the fundamental data of four first-tier cities（2013-2016）.Shanghai and Shenzhen are leading cities with respect to the urban sustainable development level.The difference between the first team and Beijing will be minimized.There is a wide gap between Guangzhou and the other three cities,but the trend of development in Guangzhou is great.Therefore,Shanghai should strengthen innovation＇s leading role and build a global RD center.Shenzhen should strengthen the construction of public health undertakings and the introduction of higher education resources.Beijing should strengthen ecological civilization construction,especially air pollution control.Guangzhou should substantially raise its general public budget.Open itself wider to the rest of the world actively.Push ahead with the Belt and Road Initiative.Make further progress in pursuing the innovation-driven development strategy.
