摘　　要：PPP项目是一项涉及多个参与主体的大型复杂工程项目,政府指挥部作为PPP项目的直接发起方与最初推动者,其管理模式的确定和具体实施将对整个项目的建设和运营管理产生极其重大的影响。结合大连湾跨海交通工程项目的实施,提出一种"项目总监"的指挥部管理理念,分析了PPP项目指挥部的多种管理模式,并就主要管理模式的特点进行比对分析,界定了该模式的管理框架,提出了指挥部实施监管的依据、目的及目标,以此创新指挥部管理模式。PPP project is a system engineering project involving multiple participants.The government headquarters serve as the major party to sponsor and promote PPP projects.Therefore,the determination and specific implementation of its management model will have a great impact on the whole project construction and operation management.Based on the Dalian cross sea traffic engineering project,this paper put forward an idea of headquarters management and control based on the concept of project supervising.This study analyzes the multiple models for the PPP project＇s headquarters management and control.Then a comparative analysis is conducted to explore the main features of different models and define the management framework.This study identifies the basic purpose of supervising,which will innovate the management model of the headquarters.
