摘 要:"一带一路"作为一种合作发展理念和倡议由中国提出。中亚是"一带一路"沿线的重要区域,"一带一路"倡议为其经济发展带来了契机,也给其法制变革提出挑战,并推动了其国家安全、能源、投资等法制领域的发展。中国与中亚在地理上、经济上关系密切,在"一带一路"背景之下,中国与中亚的合作需要法律保障,并在双方的妥协和努力基础上共同推进。推动"一带一路"建设,需要促进沿线国家和区域的法制发展,以法治思维和法治意识推动"一带一路"建设,逐步实现区域合作发展的法治化,并在这个基础上实现"一带一路"建设的法治化。The"Belt and Road"Initiative has been proposed by China as an idea of cooperation and development.Central Asia is an important region along the Belt and Road.The "Belt and Road"Initiative has brought Central Asia both opportunities of economic development and challenges towards its legal system reform,promoting its legal system development concerning national security,energy and investment.China and Central Asia are closely related both geographically and economically.The cooperation between China and Central Asia needs legal protection,and their joint effort is demanded in promoting the"Belt and Road"Initiative.The regional cooperation and development must be achieved through the rule of law,on the basis of which the construction of the"Belt and Road"can be realized under the rule of law.
