摘  要:基于2007~2014年中国省际面板数据,采用DEA-Malmquist方法对工业全要素生产率及其来源分解进行测算,进而对环境规制、技术创新和工业全要素生产率之间的关系进行检验。实证结果显示:我国工业全要素生产率年均增长约3.4%,增长的主要来源是技术进步;环境规制和技术创新呈显著正相关关系,技术创新又进一步促进工业全要素生产率,表明环境规制确实能够通过促进技术革新这一路径达到提高生产率的结果;环境规制和工业全要素生产率之间呈"U型"抛物线关系,只有当环境规制强度达到某一"门槛"值后才能促进工业全要素生产率。研究表明"强波特假说"是否成立取决于环境规制的强度大小,实施更为严格的环境规制将有利于提高企业的生产率和竞争力。Based on provincial panel data of China from 2008 to 2014,this paper uses the DEA-Malmquist method to measure the provincial industrial total factor productivity(TFP) and its sources. Then it examines the relationships among environmental regulation,technological innovation and industrial TFP. Results show that the average annual growth rate of industrial TFP is about 3.4% and technology progress is the main source. Environment regulation is significantly positively related to technological innovation and technological innovation can improve the TFP. It proves that environment regulation can improve TFP through a path to promote technological innovation. Environment regulation and the TFP present a " U shape" relationship. Environmental regulation can promote the TFP only when its intensity crosses a certain threshold. It concludes that whether strong Porter Hypothesis set up or not depends on the intensity of environmental regulation,tougher environmental regulation is more beneficial for enterprise to improve productivity and competitiveness.
