基于DEA模型的六盘山片区旅游扶贫效率评价研究

摘　　要：旅游与反贫困密切相关,旅游扶贫是扶贫开发的有效手段之一。从旅游扶贫效率角度出发,通过构建区域旅游扶贫效率投入-产出指标体系,以六盘山片区的57个贫困县为例,运用DEA模型测算该区域旅游扶贫效率,分析该区域旅游扶贫综合效率、分解效率以及区域差异。研究结果表明:六盘山片区旅游扶贫综合效率处于中等水平(0.717),仅有泾源县等8个县区实现了DEA有效,旅游扶贫综合效率在区域内分布不均衡且主要受规模效率的影响和制约;过半县区仍处于规模报酬递增阶段,通过增加资源要素投入可以提高旅游扶贫综合效率;区域旅游扶贫综合效率与各区域经济发展水平基本一致,除陕西省所属子区域外,其余各子区域产出能力都较弱,在旅游业产出方面的表现尤为显著。Tourism is closely related to anti-poverty and tourism poverty alleviation is one of effective means to alleviate poverty.Taking 57 poor counties in Liupan mountain area as example,from the perspective of the efficiency of tourism poverty alleviation,this paper constructs the input-output indicator system of tourism poverty alleviation＇s efficiency in Liupan mountain area.Then it uses DEA model to calculate the comprehensive efficiency of tourism poverty alleviation in Liupan mountain area and analyzed its comprehensive efficiency,decomposition efficiency and regional difference.Finally,the results show that the comprehensive efficiency of tourism poverty alleviation in Liupan mountain area is at a moderate level（0.717）.Only 8 counties,such as Jingyuan County,have achieved DEA efficiency,and the uneven distribution of the comprehensive efficiency of tourism poverty alleviation is mainly affected by scale efficiency;more than half of counties are still in the increasing stage of scale returns.Therefore,by increasing input of resource elements,the comprehensive efficiency of tourism poverty alleviation could be improved;the comprehensive efficiency of regional tourism poverty alleviation is consistent with regional economic development.Besides Shanxi province,the output capacity of other regions is weak,especially tourism output.
