摘 要:目的开发适合云南省高危人群艾滋病外展和同伴教育服务质量控制工具。方法采用查阅文献资料、咨询论证、现场预试验、培训模拟的方法。结果质控工具包括质量标准(8项标准、20项内容、88项具体要求条目)、重要程度分级(分为必要的、强烈推荐的、建议的共三级)、使用方法、信息来源、评分依据、质控记录等内容;5个社区组织自评最高100分,最低33分;试用结果显示,88.9%(32/36)的社区组织表示该质控工具目的明确和实用,94.4%(34/36)对设置的标准条目表示满意,86.1%(31/36)认为对规范工作有很好的指导作用;难易度方面,44.4%(16/36)认为难度一般,47.2%(17/36)认为较难,8.3%(3/36)认为很难。结论该质控工具的开发一定程度上填补了云南省高危人群艾滋病外展和同伴教育服务工作无法进行有效质控的空白,可供社区组织、疾病预防控制中心、卫生行政部门使用,对规范工作及完善服务质量有一定指导意义,可供推行试用。Objectives To develop a toolkit for quality assurance of peer education and outreach targeting key populations at high risk of HIV infection in Yunnan. Methods The methods of literature reference, consuhation and demonstration, field pre-test and training simulation were adopted in the paper. Results The toolkit included quality standards (8 criteria,20 contents and 88 specific requirements), classification according on importance( divided into necessary, strongly recommended and suggest), usage instruction, information sources, scores assigning and records of quality control. Five community organizations had the highest self-assessment score of 100 and the lowest of 33 ;the trial results showed that 88.9% (32 / 36)participants indicated the toolkit had a clear purpose and practical purpose,94. 4% of them(34/36) was satisfied with the set of standard items. 86.1% of them(31/ 36) thought that it had a very good guiding role to the normative work;44.44 % of them ( 16/36 ) considered it was easy to use ;47.2% of them ( 17/36 ) thought it was rather difficult and the 8.3 % of them (3/36) thought it was very hard to use. Condusion The development of the quality control tool fills the gaps that the high risk AIDS population outreach and peer education service cannot work effectively for the quality control in Yunnan. It can be used by community organizations, centers for disease control and prevention, and health administrative departments, which has certain guiding significance for standardizing work and improving service quality, and it can be applied for trial implementation.
