全民健身国家战略背景下中国乒乓球协会实体化改革路径探索

摘　　要：为探索中国乒乓球事业在全民健身国家战略背景下如何服务于体育强国建设,本研究将视角切入至中国乒乓球协会这一组织层面,依托文献资料法、案例分析法对国家战略背景下的中国乒乓球协会实体化过程进行梳理,为我国乒乓球协会的实体化改革提供理论依据。研究发现中国乒乓球协会在与我国体育事业互动的过程中存在着行政部门实体化、双轨制实体化以及纯社团实体的演进过程。研究认为:在全民健身国家战略的背景下中国乒乓球协会纯社团实体化的改革路径分为:1)简政放权、管办分离的第一部门路径;2)协会自治、主动脱钩的第三部门路径;3)权责明确、有效互动的社会优化路径;4)健全机制、法律保障的基础保障性路径。In order to probe into the way by which Chinese table tennis enterprise serves the construction of world sports power under the national strategy of national fitness,this research cuts the perspective to the organization level of Chinese Table Tennis Association.Based on the methods of literature review and case study,this paper combs the substantiation process of Chinese Table Tennis Association under the national strategy,thus provides a theoretical basis for the substantiation reform of Chinese Table Tennis Association.It is found that in the process of the interaction between Chinese Table Tennis Association and China＇ s sports industry,there exists the evolution process of substantiation of administrative depart-ments,substantiation of dual track system and pure social entities.According to the research,the reform paths of the pure association substantiation of Chinese Table Tennis Association under the national strategy of national fitness are divided into：1）the first sector path of government decentralization and separation of management;2）the third sector path of association autonomy and initiative decoupling;3）the optimization path of clear rights and responsibilities and effective interaction;4）the basic protective path of sound mechanisms and legal guarantee.
