精准扶贫的精神实质:以人民为中心

摘　　要：党的十八届五中全会首次明确提出"以人民为中心的发展思想",党的十九大开幕式上习近平总书记指出"坚持以人民为中心"是新时代坚持和发展中国特色社会主义的基本方略。这是对马克思主义发展理论基本精神内核的坚持和发展,是习近平新时代中国特色社会主义思想的重要理论成果,是决胜全面建成小康社会和实现中华民族伟大复兴的本质要求。而我国当前仍存在4000余万贫困人口是全面建成小康社会的短板、是中国经济社会发展亟须解决的突出问题。"以人民为中心的发展思想"则准确把握了精准扶贫的精神和价值依托,阐述了精准扶贫工作中的人民获得感、人民主体性、人民共享,回答了精准扶贫的根本目的、根本动力和根本价值问题。First clear of the fifth plenary session of the party＇s 18 put forward the idea of＂people centered development＂,19 large opening ceremony xi jinping pointed out that general secretary ＂adhere to the people as the center＂upholding and developing socialism with Chinese characteristics is a new era of basic strategy. Is the basic spirit of marxist development theory the persistence and development of the kernel,is a new era of socialism with Chinese characteristics xi thought the important theory achievement,is decisive to build a well-off society in an all-round way and the basic requirement of realizing the great rejuvenation of the Chinese nation. However,there are still more than 40 million people living in poverty in China,which is a short board for building a moderately prosperous society in all respects and a problem that needs to be solved in China＇s economic and social development. ＂People centered development thought＂,accurately grasp the spirit and value depends on the precision of poverty alleviation,this paper expounds the precise people the feeling of poverty alleviation,people＇s subjectivity,people share,answered accurately the fundamental goal of poverty alleviation,fundamental motivation and fundamental value problem.
