区域特质、产业分工定位与实现机理——以京津冀产业协同为例

摘　　要：由于产业特质及其与财政收入、税收、GDP等经济指标的高度关联性,产业分工定位成为中国区域发展战略最重要的内容之一,争夺产业链高端和获得能力强的产业环节成为区域经济发展研究的重点内容,也是区域竞争的焦点。京津冀协同发展涉及多个领域,但产业协同是难点与重点。四年来,京津冀产业协同已经有序展开并取得一定成效,但三地的产业分工定位及实现机理这个涉及基础性、根本性的问题还没有研究透,也没有解决好,这是京津冀产业协同推进中出现偏差、效率不高,甚至盲目的重要原因。本文从分析区域产业分工定位影响因素入手,研究区域特质与产业选择偏好及京津冀产业协同模式,并探讨实现区域产业分工定位的机理、途径与政策含义。Owing to industry characteristics and its high relevance with such economic indicators as governmental revenue,taxes and GDP,industry division positioning becomes one of most important contents of China＇s regional development strategies,and striving for industry chain high-end and industrial links with a strong capacity of acquisition is a great attention of regional economic development researches,and a focus of regional competition. Though Beijing-Tianjin-Hebei collaborative development involves several fields,industry collaboration is a difficult point and a focal point. Over the past four years,Beijing-Tianjin-Hebei industry collaboration has been in a orderly advancement and some results have been achieved,but there have still been an absence of thorough researches of and good solutions to the industry division positioning of the three areas and mechanisms of realization as the fundamental issue,which is an important reason why deviations,low efficiency and even blindness have occurred in the advancement of Beijing-Tianjin-Hebei industry collaboration. This paper starts with an analysis of affecting factors of regional industry division positioning,makes a study of regional characteristics and industry selection preferences and modes of Beijing-Tianjin-Hebei industry collaboration,and explores mechanisms,approaches and policy implications of realizing regional industry division positioning.
