权力清单制度与现代医院管理制度建设

摘　　要：权力清单制度是理顺及构建政府、市场、社会三者之间新型关系的有力工具,是推进国家治理体系和治理能力现代化的制度性回应,而现代医院管理制度的核心问题恰是符合社会主义市场经济体制的政府、医院、市场、行业组织的角色转变和各方的新型关系的形成,尤其是政府职能转变及政府与办医主体职责的合理划分,权力清单制度通过理清各方权责边界为"管办分开、政事分离"提供了制度保障。目前各地卫生行政部门的权力清单制度落实情况良莠不齐,各地应充分认识到权力清单制度对现代医院管理制度建设的重要性并推进相关制度建设,国家层面应该尽快明确权力清单的法律属性。The power list system is a tool for constructing new- relationships among the government, the market, and the society. It is an institutional response that advancing the modernization of the country＇s governance system and govemance capabilities. Meanwhile, in order to adapt the socialist market economic system, the core issue set of the modem hospital management system include both promoting the transformation of roles of governments, hospitals, markets and society organizations and the formation of new- types of relationships among them, especially the transforma- tion of government functions and the relationship between the government and the public hospital. The power list system provide a system guarantee for separation of organization and supervision right, as well as the separation of government and public hospital. At present, the implementation of the power list system of the health administrative departments in various regions is uneven. Local governments should fully understand the impor- tance of the power list system and promote the construction of related systems. At the national level, the legal attributes of the power list should be clearly defined.
