摘　　要：施工阶段投资人利用价值工程理论优化原设计方案达到工程造价控制目的,是价值工程理论应用的主要方向。与此同时,投资人积极参与指导承包企业的施工成本管理,利用价值工程理论优化施工技术方案,保证承包人的利润,可以减少承包人因利润不足而采取不合理变更与索赔,从而达到施工阶段造价管理的目的。It is the main direction of the application of value engineering theory to optimize the original design scheme to achieve the project cost control. At the same time, the investors to take an active part in guidance contracting enterprise of construction cost management, use the theory of value engineering, construction technology and optimization scheme to ensure the contractor＇s profit, can reduce the contractor to take unreasonable change and claim due to lack of profit, so as to achieve the goal of construction cost management.
