摘　　要：首先,界定了我军装备招标采办中的围标、串标行为。其次,总结了其对装备市场、其他投标人和招标方带来的危害,并分析了围标、串标行为产生的根本原因。最后,从制度完善、招标文件制定、投标人审核和招标人保密原则等角度,提出了防止围标、串标行为发生的对策。Surround-bidding and forging bid are defined in military equipment acquisition.The harm done by surround-bidding,forging bid,and other bidders and tendering to the equipment market is presented.Then the fundamental causes of surround-bidding and forging bid are analyzed.Finally,the feasible countermeasures are put forward in 5 aspects：perfecting the system,writing the bidding documents,examining the bidders and improving confidentiality.
