摘　　要：通过梳理内源发展理论内涵在国家各项政策规划中的体现,来阐述内源发展理论下完善相关法规政策的思考。同时进一步探讨积极响应国家政策对促进基层图书馆发展的作用并提出内源发展理论下基层图书馆积极响应国家政策的策略。By combing the connotation of endogenous development theory embodied in the national policy planning,this paper expounds the improvement of relevant laws and policies under the endogenous development theory.At the same time,the paper further discusses the role of positive response to the national policy to promote the development of grass-roots libraries,and puts forward the strategies of grassroots libraries to respond positively to the national policy under the endogenous development theory.
