摘　　要：科技计划项目立项评估影响到国家和地方科技计划整体有效实施。以立项评估的每个环节为研究内容,结合西藏发展实际,从项目可行性、创新机制、技术创新产出、经济效益、社会效益五个方面设计了以科技创新为导向的西藏科技计划项目立项评估指标体系,包括5个一级指标、12个二级指标及30个三级指标,在此基础上提出了规范立项评估流程,建立第三方参与评价机制,优化立项评估的综合评价方法,完善法律法规建设,加强监督管理西藏科技项目立项评估三方面优化机制建议。On the basis of the existing theoretical research and practical experience, based on the assessment of the project as the research content and the actual development of Tibet, the index system of project evaluation of Tibet science and technology project guided by science and technology- innovation is formulated, and the index content, application strategy- and so on. It conducted an anal- ysis and proposed the optimization mechanism suggestion for project evaluation of Tibet science and technology- project.
