摘　　要：国际能源形势受到世界政治经济格局变动以及新一轮科技革命的影响,不断呈现出新的特点与变化,给不同国家以及某个国家内的各种能源供需主体,都带来了新机遇与挑战。任何一个国家,单靠自身力量来解决重大能源议题都是困难的,必须通过国际能源合作,推进全球能源治理改革,保障各国的能源利益。中国要建立稳定、有效、可持续的能源供应体系,就必须实施国际能源合作战略,实现多方共赢。在战略上应从多层次的国际能源合作对象、多渠道的国际能源合作方式、多元化的国际能源合作形式、多领域的国际能源合作内容、多任务的国际能源合作进程五大方面深入推进国际能源合作。要处理好"一带一路"能源合作与当前主流全球能源治理的冲突与合作;通过提高中资企业自身的国际政治与社会风险防范能力,增强中国在国际能源治理领域的软实力;强化在二十国集团框架下能源治理领域政策性沟通;加强与国际能源署的合作关系。Influenced by the changes in the world political and economic pattern as well as the new round of scientific and technological revolution,the international energy situation has constantly presented new features and changes,bringing new opportunities and challenges to various countries and various energy supply and demand subjects in a country.It is difficult for any country to solve major energy issues by its own strength.It is necessary to promote the reform of global energy governance through international energy cooperation and ensure energy interests of all countries.To establish a stable,effective and sustainable energy supply system,China must implement the strategy of international energy cooperation and achieve win-win results.Strategically,international energy cooperation should be further promoted from five aspects:multi-layer partners,multi-channel means,diversified forms,multi-field content and multi-task process of international energy cooperation.Weshould deal well with the conflict and cooperation between the "Belt and Road"energy coop eration with the current global energy governance;improve prevention capacity of stated-owned enterp rises for their international political and social risk,enhance the Chinese soft power in the field of international energy governance;and strengthen under the framework of G20 energy governance policy and streng then communication;and strengthen IEA Partnership.
