西安地区公共文化事业发展路径研究——以国际大都市建设中西安公共图书馆事业为例

摘　　要：以公共图书馆事业为例,探究西安地区公共文化事业的发展路径,西安公共图书馆事业的发展远远落后于全国平均水平,应合理定位发展目标与实现路径,以"公共文化服务体系建设"为抓手,扎实做好"对标达标,服务覆盖"的基础设施与人才队伍建设,以"现代信息技术"为驱动,实现区域公共图书馆事业"共建共享,转型升级",以"文化体制改革"为契机,探索建立"政府责任落实"与"社会化""市场化"有机结合的新型保障机制,以"服务创新,提升效能"为导向,开展与"文化强市"有机融合的"文化+图书馆服务"发展模式探索。This paper explores the development path of public cultural undertakings by taking Xi＇an Public Library as an example,whose development is far behind the national average. Thus,it is necessary to set a rational goal and follow a right path. There are some guidelines as followings： firstly,the construction of infrastructure and talents should be completed by establishing the public cultural service system; secondly,＂co-construction,sharing,transformation and upgrading＂of the regional public library should be promoted by taking advantage of ＂modern information technology＂; thirdly,the new pattern of safeguard mechanism should be explored with ＂responsible government,socialization and marketization＂on the basis of the culture system reform; finally,the exploration of new development model should be carried out integrated with ＂culture of library service＂to ＂make innovations and improve efficiency＂.
