园区循环化改造方案编制的基本框架和实施路径

摘　　要：基于理论分析和参与编制园区循环化改造实施方案的实践经验,通过分析循环化改造中园区需要识别的问题,从企业项目、产业内企业、园区三个层面明确园区循环化改造方向,提出了以信息化服务平台为支撑、以物质流分析为主要方法和以园区循环产业链构建为核心的循环化改造实施方案编制的基本框架和实施路径,为园区进行循环化改造实施方案编制提供思路和方法,并从园区组织进行循环化改造方案编制的角度,对园区如何与提供服务的第三方进行合作提出了针对性建议。Based on the theoretical analysis and practical experience from participating in compiling the parks＇ implementation scheme in circular transformation, we analyze the problems which require to be recognized in circular transformation of parks. And from the three aspects of enterprise projects, industry enterprises and parks, the direction of circular transformation in parks is defined. Besides, we put forward the basic framework and implementation path of the circular transformation schemes, in which the information service platform is the support, the material flow analysis is the main analysis method, and the construction of cycle industrial chains is the core. What to propose in the paper could provide ideas and methods for the circular transformation of parks and the corresponding compilation of implementation schemes. At last, some suggestions on how to cooperate with the third party service providers are put forward accordingly from the point of view of parks or^anizin~ the circular transformation scheme compilation activity.
