摘　　要：本文阐述了利用正态云模型的PROMETHEE多准则决策方法。将云模型理论、参数特征(期望、熵、超熵)、云运算原理、云比较规则带入PROMETHEE方法的求解过程,对其中的参数进行云转换,获得云滴形式的决策数据,体现决策的模糊性、波动性和随机性。最后通过应用算例,实现了考虑港口企业偏好的煤炭需求客户分类和关键客户识别,验证了云PROMETHEE方法的有效性与优势。A PROMETHEE multi-criteria decision method based on normal cloud model is proposed in this paper. The theory, parameter characteristic （expected value, Ex, entropy, En, hyper entropy, He）, algorithm, comparison principle of cloud model are plugged into the solving process of PROMETHEE method to transform the ordinary parameters into cloud decision data which reflects the fuzziness, volatility and randomness of information. Finally, the coal demand customer classifica- tion and key customer identification considering port preference are obtained by the case analysis. Meanwhile, the effectiveness and feasibility of CLOUD-PROMETHEE method is verified.
