摘　　要：针对当前我国保险与消防发展的客观规律,从国家、地方和操作层面,探讨在市场经济条件下,构建保险与消防良性互动机制以解决供给侧结构性难题,并给出了强制推行火灾公众责任保险制度应当注意的具体问题,积极发挥保险在风险管理和火灾防范方面的作用,努力减少社会财产流失和政府经济负担,以最小的成本投入取得最优安全保障,构建良好的消防安全环境。Based on the regularity of the current development of China？ discusses the construction of a positive fire control and insurance interaction mechanism at the national, local and op-erational level in market economy conditions so as to solve the supply side structural problems. Attention shall bepaid to the specific problems of compulsory fire public liability insurance system. Only when risk management and fire prevention is brought to full play, can the loss of sociaburden be reduced, best security be achieved with minimum cost of inputs and a good envibuilt up.
