摘　　要：指出了进出口政策性金融以其引导、补充辅助、化解海外贸易和投资风险以及专业性服务作用有力地推动了出版产业"走出去",分析了进出口政策性金融存在的一些问题,提出了需要在拓宽融资渠道、加速推进国际化、设置服务外向型小微文化企业的考核指标、提升服务外向型小微文化企业的水平和强化咨询服务功能等方面进一步改进。Import and export financial policies of its financial guidance,supplementary assistance,resolve trade and investment risk as well as the role of professional services strongly impetus the cultural industry＂going out＂,but there are some problems,it is necessary to broaden the financing channels,accelerate the level of internationalization,set service assessment indicators small and micro cultural export-oriented enterprises,enhance the level of service for small and micro cultural export-oriented enterprises,strengthen the function of consulting service.
