摘　　要：互联网政务服务平台建设是政府职能转变的重要途径,这一新生事物给档案工作带来一定影响。关注已有变化并思考如何实现档案部门与平台的对接是新环境下档案工作的重要内容。本文首先对事由原则与来源原则的发展及演变动因进行了梳理;其次以政府转型的＂放管服＂需求为框架,分析了政务服务的变革及其对档案工作的影响;最后对事由观在互联网政务服务档案管理中的运用进行了剖析,并深刻反思了档案的来源问题。指出档案部门应当积极应对前端业务活动方式的变化,事由是互联网政务服务平台的突出特征,文件归档和档案管理应当围绕事由展开。The construction of internet government services platform is an important path of the governments＇ functional transformation, which has brought a certain impact on the archival work. Focusing on the existing changes and thinking about how to connect the archival department and the platform is an important part of the archival work in the new environment. This paper first reviews the evolution of Principle of Pertinence and Principle of Provenance,and then clarifies its motivations for the evolvement. Secondly,within the requirement framework of Chinese government reform into ＂decentralization,supervision and optimal service＂, it analyzes the impacts on archival work brought by government services transition.Finally,this paper deeply reflects on the issues of archival provenance,and puts forward that a view of pertinence is significant to the records management in the environment of internet government services platform. Through the above research, the paper points out that the archival departments should actively face the changes of the front-end business activities, and the pertinence is the prominent feature of the internet government service platform,records management should focus on the pertinence.
