摘  要:现行图书稿酬标准低下,与社会经济发展状况不协调,稿酬办法缺乏科学合理性及实际指导意义。稿酬个人所得税免征额低、税率高,作者稿税负担重。出版活动中拖欠稿酬、隐瞒图书印数等损害作者利益现象时有发生。解决现行图书稿酬问题,最根本路径是实现图书稿酬的市场化。出版市场应构建丰富多样的稿酬市场化运作方式,促使作者取得与出版社平等的权利地位。The current standard of contribution fees is rather low and uncoordinated with the social and economic development, which is lack of scientific rationality and practical guiding significance. The authors bear heavy tax burden of contribution fees for its low exemptions and high rate of personal income tax. Other detrimental practices include defaults of contribution fees and concealment of the numbers of books printed. The most fundamental way to solve the current problems of contribution fees is to realize marketization of contribution fees, which can help authors to obtain equal rights with the publishing houses.
