摘 要:渔业的发展离不开科技进步的支撑,提高我国渔业科研院所科技竞争力,对"加快推进现代渔业建设"有着举足轻重的作用。论文运用SWOT模型对比分析了我国现代渔业科研院建设面临的内外部环境,指出了当前基础研究薄弱、科研成果产出竞争力不足及科研组织缺乏统筹协调等内部不足;同时指出了国家科技计划改革、研究方向支撑力不足、人才流失等外部挑战,就新形势下如何加快现代渔业科研院所建设提出了提升渔业国际竞争力、做好重大项目预研,探索科研项目组织新模式、抓好人才队伍与学科建设等建议。Scientific and technological progress play an important supporting role in fishery development, and the improvement of the scientific and technological competitiveness of China fishery scientific research institutes could efficiently accelerate the construction of modern fisheries. In this paper, SWOT model was used to analyze the internal and external environment of the construction of modern fishery scientific research institutes in China. It pointed out the internal problems such as weak research foundation, poor competition and coordination in scientific research and management, as well as external challenges including insufficient support from national science and technology program reformation, low wages and brain drain. Several policy suggestions on how to speed up the construction of modern fisheries research institutes were proposed such as enhancing international competitiveness, performing pre-research projects, exploring new models of scientific research projects,attaching great importance to talented personnel and discipline construction.
