摘　　要：矿业权出让制度改革是生态文明体制改革的重要内容。梳理了矿业权出让制度改革的制度框架,从5大制度梳理了相关管理的沿革,指出改革既吸收了过去的成功探索和经验,也解决了一些长期想解决但未解决的问题,并讨论对未来改革布置的新任务,最后提出了三个方面的政策建议。The reform of the mining rights transfer system is an important part of the t-form of the ecological civilization system. This paper reviews the institutional framework of the reform of mining rights transfer system, sorts out the revolution of relevant management from five aspects, and points out that the reform not only absorbs the successful experience and exploration in the past, but also solves some leftover problems. Based on the discussion of the new tasks for the future refoml, some policy suggestions are puts forward from three terms.
