国家中心城市职能评价体系建构——以武汉市为例

摘　　要：基于世界城市的认定标准、评价体系、发展历程和远景规划,结合国家中心城市的内涵以及城市职能动态体系,建立"基础职能"、"成长职能"和"目标职能"三位一体的国家中心城市职能评价体系。基于评价体系并运用层次分析法,对公认的我国现有的5个国家中心城市(北京、上海、天津、广州、重庆)和6个区域中心城市(武汉、沈阳、南京、成都、西安、深圳)进行综合评价,以武汉为重点研究对象对评价结果进行比较,分析武汉市当前在建设国家中心城市进程中城市职能的优势和不足。借鉴世界城市发展路径,考虑未来国家中心城市的发展方向,探讨确定武汉市建设国家中心城市的核心职能,并针对性提出培育核心职能的实施建议,以期实现武汉建设成为国家中心城市的目标,缩短到达国家中心城市的路径。Based on the identification criteria, evaluation system, development history and long-term planning of world cities, combined with the connotation of national central cities and the dynamic system of urban functions, the paper establishes the functions of national central cities with the functions of ＂basic functions＂, ＂growth functions＂ and ＂target functions＂ system. Based on the evaluation system and using the Analytic Hierarchy Process （AHP）, we recognize the existing 5 national central cities （Beijing, Shanghai, Tianjin, Guangzhou, and Chongqing） and 6 regional center cities （Wuhan, Shenyang, Nanjing, Chengdu, Xi＇an, and Shenzhen）. The study conducted a comprehensive evaluation, comparing the evaluation results with Wuhan as the key research object, and analyzing the strengths and weaknesses of Wuhan＇s current urban functions in the process of building a national center. To draw on the development path of the world＇s cities, the study considered the future direction of the development of the national center cities, exploring the core functions for the establishment of a national central city in Wuhan, and proposing specific implementation suggestions for the development of core functions in order to realize the goal of building Wuhan into a national central city.
