摘　　要：政治参与权利是由知情权、参与权、表达权、监督权等构成的一组权利。党的十八大以来,农村基层民主在村民自治层面的实践创新,极大地促进了农民政治参与权利的发展。村委会选举的创新体现着表达权的勃兴,村务公开的创新保障了知情权的落实,村民监督的创新加强了监督权的行使,自治程序的创新促进了参与权的发展。Political participation rights are a group of rights that consist of the right to information,participation,expression and supervision. Since the 18 th National Party Congress,the practical innovation of rural grass-roots democracy at the level of villagers＇ self-government has greatly promoted the development of farmers＇ rights to participate in politics. This can be seen in the following aspects： the innovations in the village committee elections reflect the rise of the right to express; the innovation of open village affairs has ensured the implementation of the right to know; the innovation of villagers＇ supervision has strengthened the exercise of supervision power and the innovation of autonomous procedures has promoted the development of participation rights.
