摘　　要：2016年10月,国家发改委发布了《关于印发<天然气管道运输价格管理办法(试行)>和<天然气管道运输定价成本监审办法(试行)>的通知》,部分省份参照该文件,陆续制定并颁布了省内短途天然气管道运输价格管理办法。以省管网公司A和跨省管道公司B为样本,根据新的管输定价机制对管网公司各项经济效益指标进行测算,多情景分析定价机制调整对上游跨省管道、下游用户的影响,认为在新的短途天然气管道定价机制下,管道负荷率成为决定管网公司效益水平的重要指标,定价机制的调整有助于上游跨省管道公司的经济效益提升和下游用户的购气成本降低。省级价格主管部门应合理设计考核指标,引导管网公司提高生产运行效率。此外,合并跨省管道与省内管网企业法人主体有助于减少管输环节,降低下游用户用气成本,推动我国天然气产业健康发展。In October 2016, the NDRC promulgated the Notice on Printing and Distributing the Measures for the Administration of Price of Natural Gas Pipeline （Trial） and the Methods of Auditing the Cost of Natural Gas Pipeline Transportation （for Trial Implementation）. With reference to the document, some provinces formulated Promulgation of the province＇s short- distance natural gas pipeline transport price management approach. In order to study the impact of adjusting the pricing mechanism of natural gas short-distance pipelines in the new province, taking provincial pipeline company A and trans-provincial pipeline company B as the sample, according to the new pipe pricing mechanism, the paper calculates economic benefits of the pipe network company, and studies the influence of the pricing mechanism adjustment on the upstream cross-provincial pipelines and downstream users. It is believed that under the new short-distance gas pipeline pricing mechanism, pipeline load rate becomes an important index to determine the efficiency of pipeline network and the adjustment of the pricing mechanism will not only promote the economic benefits of the inter-provincial upstream pipelines, but also help reduce the purchase cost of downstream users. The provincial department in charge of price should reasonably design assessment indicators to guide the pipe network to improve production and operation efficiency. In addition, the proposed merger of trans-provincial pipe and provincial pipeline network corporate legal entities can help reduce pipe links, lower gas costs downstream users, and promote the healthy development of China＇s natural gas industry.
