摘　　要：2017年,俄罗斯油气工业发展基本平稳,原油产量为5.47亿吨,比上年减少0.1%;原油一次加工量和出口量分别为2.8亿吨、2.53亿吨,比上年分别减少0.4%和0.8%。天然气产量为6911亿立方米,比上年增加8.0%;天然气出口量为2102亿立方米,比上年增加5.8%;中俄东线天然气管道进展顺利,北流-2管道项目签订融资协议,土耳其流天然气管道动工建设。与此同时,俄政府批准"国家竞争力发展计划(2018-2020年)"、提高成品油消费税、解除对LNG工厂原料天然气的价格管控并酝酿出台企业所得附加税。2018年,俄社会经济发展趋势平稳,国内油气产量与出口量与上年基本持平,但存在欧美可能加重制裁所带来的不确定性。In 2017, Russian oil and gas industry developed steadily, which reflected that crude oil output reached 547 million tons with a little decrease of 0.1% compared to the same period in the year before and the processing volume of crude oil and crude oil exports were 280 million tons and 253 million tons, a decrease of 0.4% and 0.8% respectively. In 2017, Russia produced 691.1 billion cubic meters of natural gas, a huge increase of 8.0%, and exported 210.2 billion cubic meters of natural gas, an increase of 5.8%. The construction of Russia-China gas pipeline progressed smoothly; the financing agreement of the Nord Stream-2 gas pipeline was signed; Russia-Turkey offshore pipeline began to construct. Meanwhile, the government approved the national development plan of competition （2018-2020）, increased the excise duty of refined products, dissolved the price control of natural gas, as the feed gas, for LNG factories, and prepared to issue the additional income tax. In 2018, the Russian social and economic development would be stable and the domestic oil and gas output and export volume would keep basically equal to that of the previous year, but the possibility of more serious sanctions from European and American may bring uncertainties.
