摘　　要：党的十九大明确提出实施乡村振兴战略。在全面贯彻落实十九大战略部署的过程中,把乡村旅游产业发展和乡村振兴战略与"美丽乡村"建设相结合是一条重要途径和手段。日本是乡村旅游的发源地,是世界公认的乡村旅游典范。通过对中、日乡村旅游兴起背景、发展模式与运行机制的比较分析,提出了实施乡村振兴战略和"美丽乡村"建设过程中我国乡村旅游产业发展与政策建议,即:以乡村振兴战略建设为契机,积极探索中国乡村旅游发展的新理念、培养大批具有坚定理想信念的青年乡村精英,引领中国乡村旅游发展的新道路、健全政策法律体系,营造中国乡村旅游发展的新环境。The rural revitalization strategy is proposed in the report of the 19th National Congress of the CPC. In the process of implementing the strategy of the 19th National Congress of the CPC, it is an important way to combine the rural tourism industry, rural revitalization strategy and ＂Beautiful Rural Areas＂ planning. Japan is the home of rural tourism and its rural tourism is recognized as the model in the world. Through the comparative analysis of the background, development mode and operation mechanism of rural tourism in China and Japan, this paper puts forward policy suggestions about implementing the rural revitalization strategy and ＂Beautiful Rural Areas＂ planning： taking rural revitalization strategy as an opportunity to actively explore new ideas of the development of rural tourism in China, training rural youth talents, leading the new road of China＇s rural tourism development, perfecting policy and law system for a better environment of rural tourism development.
