发达国家高新技术产业集群政策及其对我国的启示——以美日法为例

摘　　要：高新技术产业集群的形成与发展离不开政府的有效扶持。文章研究和探讨美国、日本、法国三个发达国家支持高新技术产业集群发展的主要政策,对我国的高新技术产业集群政策进行梳理,并基于对比分析的视角得到对我国高新技术产业集群政策的启示:积极探索产学研相互增强政策、通过多式金融优惠政策引导企业研发与合作、提高集群孵化器功能、完善集群发展的内外环境和重视集群政策有效性的评价。The fornaation and development of high-tech industry cluster is inseparable from the effective support of the government. Firstly, the paper discusses the main policies of the three developed countries, including the United States, Japan and France, to support the development of high-tech industry cluster. Secondly, this paper reviews the policies of high-tech industry cluster in China. Finally, based on the perspective of comparative analysis, the enlightenment of China＇s high-tech industry cluster policies is that the government should actively explore the mutually reinforcing policy of ＂Industry-Academia-Research＂, guide the R＆D and cooperation of enterprises through multi-type financial preferential policies, improve the ftmction of cluster incubator, and perfect the internal and external environment of cluster development, and pay attention to the evaluation of the effectiveness of cluster policy.
