摘 要:风景名胜区资源有偿使用费是自然资源有偿使用的一种实践。本文通过阐述风景名胜区资源有偿使用费收取的大背景和具体环境,研究各地政策的基本组成要素,了解遇到的相关问题,试图在风景名胜区资源有偿使用费收取的实践基础上,对这一费用收取的制度提出一些建议,具体可以概括为:制度出台前对必要性和可行性进行有效分析;标准的制定需要结合当地实际,分行业、分核心和非核心景区,确定合理比例,在制定标准的方式上,从合理性和简便性两方面考虑,采用合理方式;政策制定出台后,需要做好宣传解释工作,取得人民群众的理解支持;费用收取后,采用专户管理,预决算透明;也要监督景区各行业的物价,防止资源有偿使用费简单粗暴地转嫁给消费者。Paid usage fees for resources in the scenic areas 1990s, but not until 2006 that the law has put it official. It of China have been employed in certain provinces since has become an important measure to protect the natural resources in the scenic areas. Such provinces as Jiangsu, Hunan, Shandong, Yurman and Xinjiang have issued policies on the resource usage fees, some have been carried out well, while others not. This paper tries to describe the national environment for the paid usage fees in the scenic areas, sort out the basic elements of the local policies, reveal the difficukies encountered when the policies have been implemented and finally give some advice to the paid usage fees system in the scenic areas.
