区域卫生信息化环境下健康医疗大数据共享应用思考与建议

摘　　要：健康医疗大数据应用发展是深化医改、推进健康中国建设的重要支撑。在国家大力推进健康医疗大数据共享应用导向下,全国形成省-市-县多级区域卫生信息平台规模化建设,融合汇聚了海量健康医疗数据,然而法律法规、相关制度的缺失以及技术层面的问题,使数据共享应用具有较大风险和难度,开发利用程度较低。在分析利益相关者的数据利用需求的基础上,对比国外健康医疗大数据共享应用典型案例,总结其经验教训,针对国内健康医疗大数据共享应用现状,分析当前共享应用不足的原因,提出做好数据共享应用的风险管理,构建综合衡量价值-成本-风险的数据共享决策机制以及建立基于激励、制约、保障措施的数据共享模式三点思考与建议。Big data of healthcare is the foundational strategic resources in our country. Its application and development provide an important support for further deepening reform of healthcare system and building healthy. In recent years, China has vigorously promoted sharing application of big data in healthcare, provincial municipal and district multi-level of regional health information platform were constructed on a large scale, collecting huge amounts of medical big data. However, due to the lack of related regulations, laws and standards and technical problems, it is more risky and difficult to implement application sharing of big data in healthcare. Based on the analysis of stakeholders＇ data utilization needs, we benchmark typical cases of how foreign countries open and share data, summarize their experiences and lessons, address the current status of sharing applications of big data in domestic healthcare, and analyze the reasons of current sharing application shortages. Therefore, three aspects of thoughts and suggestions were provided： work well on risk management for data sharing; build a data-sharing decision mechanism that comprehensively measures value, cost and risk; establish a data sharing model based on incentives, constraints, and safeguard measures.
