包拯廉政思想要义及其当代传承

摘　　要：包拯是中国历史上最受赞誉的清官,包拯的法治反腐思想是中国古代廉政思想的精华部分,时至今日仍有很大的借鉴意义。其廉政思想渊源于古代圣贤的训导,并切合当年治国实践而形成。民本主义为其廉洁施政之观念基础,选贤任能、整顿吏治为良策执行之关键,刚性的立法执法为营造廉政之风、施以良策的保障,包拯期望达致国强民富的目的。在新的历史形势下,以习近平为核心的党中央,秉持传承和发挥包拯所集中体现的古代廉政的精神遗产,借以卓有成效地推进中国特色社会主义政权治理的伟业。BAO Zheng is the most praised honest and upright official in Chinese history, whose thought of anti-corruption by rule of law is the essential part of the thoughts of incorrupt government in ancient China which isstill of great significance for using for reference at the present time. His thought of incorrupt government origi-nates from the instructions of ancient sages, and is formulated when fitting in with the practice of ruling thecountry in those years. The people-oriented doctrine is the ideological foundation of his upright administrativegovernance, employing and appointing talented and capable people according to their merits and rectifying theworkstyles and achievements of the administration of officials are the key to the implementation of a sound poli-cy, the rigid legislation and enforcement is the guarantee by which the sound policy would be committed to thegeneral mood of incorrupt government, and the goal BAO Zheng is expecting to is to achieve the country pros-perous and the people strong and powerful. In the new historical situation, the Central Committee of CPC takingXI Jin-ping as the core adheres to the inheritance and development of the spiritual legacy of ancient incorruptgovernment embodied in BAO Zheng＇s thought, by which the great cause of the governance of the socialist re-gime with Chinese characteristics will be promoted fruitfully.
