军阀博弈视域下的奉系垦务与治边战略——以黑龙江省为考察对象

摘　　要：北京政府时期,军阀割据,战乱频仍,导致经济衰败,民生凋敝,地盘的不稳定性导致大部分军阀只注重从土地和人民身上榨取财富,很难实现地区经济的持续增长。与其他军阀相比,张作霖的奉系军阀则不同,为了在军阀博弈中处于优势地位和充实边疆,奉系实行了移民屯垦、开发边疆的战略。黑龙江省地处边疆,与俄毗邻,自然成为奉系移民实边的重要区域。在政府的鼓励下,经过十余年的开发,黑龙江省大片荒地得以开垦,经济日渐繁荣,为东北边疆的稳定奠定了基础。In the period of Beijing Government,most warlords focused on extracted wealth from lands and people which caused separatist warlord,frequent wars,declining economy,the destitution of people’ s life and unstable territory. As a result it is hard to achieve region’ s sustained economic growth. Unlike other warlodes,Zhang Zuolin carried out different policies. In order to dominate the situation and enrich the frontier,the Northeastern Warlord implemented the immigration and land-exploration and developed border areas. Because Heilongjiang Province is situated in the frontier bordering Russia,it became the important immigration areas.Based on the government’ s encouragement and more than ten years of exploration,more and more wastelands were opened up and its economy was booming which lay a solid foundation for the stability of the northeastern frontier.
