新时代生态补偿机制市场化路径与对策

摘　　要：以财政资金为主导的生态补偿制度在一定程度上促进生态保护,但也暴露出财政资金覆盖不够全面、补偿效率与质量不高的窘状。在新时代应当完善生态补偿机制,大力引进市场化补偿方式。当前我国市场化生态补偿存在生态区市场主体资格模糊、立法不够完善、生态资源价值核算体系不到位、市场化工具不够健全以及市场化效率评估体系不够完善等问题。对此,我国应当制定生态补偿单行法、确定生态区市场主体资格、完善生态资源价值核算体系、建立健全金融证券市场化工具以及完善市场化评估体系等路径建立健全多元化、市场化生态补偿机制。The ecological compensation mechanism,which is dominated by financial funds,promotes ecological protection to a certain extent,but it also exposes the problems of inadequate financial funds coverage,low compensation efficiency and poor compensation quality.In the new era,it is required to improve the ecological compensation mechanism,and to introduce the way of market compensation actively.At present,there are in China＇s market ecological compensation many defects,such as the vague main qualification of the markets in ecological areas,the imperfect legislation,the inefficient value accounting system of ecological resources,the inadequate marketization tools and the imperfect evaluation system of marketization efficiency.In this regard,China should apply the single line method in ecological compensation,identify the main qualification of the markets in ecological areas,perfect the value accounting system of ecological resources,establish and improve the marketization tools of financial and securities markets,and strengthen the evaluation system of marketization in order to develop a diversified and market-oriented ecological compensation system.
