摘　　要：天地一体化信息网络重大项目兼顾科技创新、运营服务双重使命,具有投资规模大、实施周期长、项目风险多、涉及单位广等特点,需要设计科学合理的组织管理模式。本文在分析对比前期国家科技重大项目组织管理模式的基础上,从组织实施模式选择、组织实施体系设计、运行管理机制等方面提出了重大项目的新型组织管理模式,对后续重大项目实施提供指导。The national major project of Space-ground integrated information network takes into account both two missions of technological innovation and operation services. It has such characteristics as large scale of investment,long implementation cycle,high project risks and wide broad involved units,so it is necessary to design a scientific and reasonable organization and management modle. Based on the analysis of the organization managements of earlier major national science and technology projects,a new organization and management modle of major projects is put forward from the aspects of organization implementation mode selection,organization and implementation system design,operation management mechanism and so on,which provides guidance for follow-up implementation of the major projects.
